Phil Hatch is a global outsourcing and workforce-development executive with more than 30 years of experience helping organizations and governments build, manage, and transform large-scale talent and service-delivery operations. He served as the CEO of ManpowerGroup/Experis global outsourcing business, where he led the development and growth of a global outsourcing organization serving clients across industries and geographies. His work spans multiple industries and geographies, with a particular focus on connecting business strategy, talent, and economic opportunity.
Beyond his corporate leadership, Hatch has served as a senior labor and economic development advisor to governments, helping public-sector leaders develop workforce strategies to attract investment, expand employment opportunities, and build globally competitive talent ecosystems. His experience sits at the intersection of outsourcing, workforce policy, economic development, and international business, giving him a practical perspective on how governments and companies can work together to create sustainable economic growth.
Following Russia’s invasion of Ukraine in 2022, Hatch was asked by the U.S. Department of State and USAID to serve as a formal advisor to Ukraine on workforce and economic development. In that role, he has focused on how technology, outsourcing, skills development, and international investment support Ukraine’s economic resilience and long-term recovery.
Today, through Akholi, Hatch continues to advise organizations and governments on the changing global outsourcing landscape, including the implications of AI and agentic AI for work, talent, and service delivery.
