Center Mandate and Performance Assessment
A global capability center (GCC) may underperform through service failures, capability gaps, weak demand ownership, unclear parent-center authority, knowledge loss, or costs that cannot be reconciled to value. The first task is to establish the actual gap against the center’s mandate.
Phil leads a defined management assignment to correct material operating and control weaknesses. An owned center has different employment, legal, and accountability relationships from an external vendor. The recovery method is adapted to those relationships.
Performance Review Scope
- Demand and serviceWhat the parent organization needs, what the center delivers, and where quality, timeliness, or scope diverges.
- Capability and knowledgeLeadership, domain expertise, skills, staffing sustainability, documentation, and continuity of critical knowledge.
- Parent-center decisionsOwnership, priorities, funding, retained responsibilities, escalation, and authority to resolve competing demands.
- Cost and valueObserved costs, allocation assumptions, unrecorded work, the center’s approved purpose, and supported alternatives.
- Governance and controlReporting integrity, access, change, review, risk ownership, continuity, and evidence of execution.
- AI and human workWhere agents are used, how their work is checked, and which tasks still require review, correction, or manual completion.
Corrective Work and Disposition
The assignment establishes a supported baseline, material issue register, accountable workstreams, milestones, and decision cadence. Phil leads the agreed corrective work and challenges explanations that cannot be supported by operating evidence.
The resulting decision may support recovery, expansion, a revised mandate, relocation, partial transfer, or closure. No option is the default. Permanent owners receive the handover, and qualified independent personnel verify material Akholi-led corrections.
The outsourcing study informs questions to investigate. It is not presented as empirical proof of GCC outcomes, savings, or the effectiveness of a proposed remedy.
Recovery Scope and Responsibilities
The sponsor, delegated authority, institutional workstream owners, records access, specialist needs, scope, milestones, and private commercial arrangements are agreed before work begins. For new or expanded capacity, use GCC Planning.
