Investment Purpose and Delivery Alternatives
A global capability center (GCC) is an organization-owned delivery center. Its purpose may include capability, control, service quality, resilience, innovation, talent, or cost. Planning should evaluate that purpose and the alternatives before treating location or labor savings as the investment case.
Phil acts for the institution making the decision. The assignment can compare retained delivery, outsourced delivery, expansion of an existing center, and a new center where those choices are relevant. A decision not to build remains valid.
Institutional Planning Scope
- Purpose and delivery choicesThe business outcomes, scope, capabilities, demand, service requirements, and realistic alternative delivery models.
- Investment caseObserved cost baseline, whole-life cost assumptions, transition needs, risks, dependencies, and sensitivity to material assumptions.
- Operating modelCenter mandate, retained responsibilities, leadership, demand ownership, service interfaces, and performance evidence.
- Governance and controlParent-center authority, oversight, risk, reporting, changes, human review, continuity, and escalation.
- Location and capability criteriaThe talent, resilience, operating, legal, security, and institutional requirements that specialist location analysis must evaluate.
- Preparation and investment gatesMaterial gaps, owners, dependencies, resourcing, approval criteria, and the plan required before commitment.
Specialist Responsibilities and Delivery Scope
Country and site economics, tax, legal entity formation, employment, recruitment, property, payroll, security architecture, and local operations require appropriate expertise. Phil can lead integration and executive challenge. Any specialist delivery scope, lead, availability, fees, and conflicts are agreed explicitly.
The planning offer does not imply an all-inclusive GCC build-and-operate service. Integrated execution is offered only when the necessary delivery organization and responsibilities have been established.
Research Scope and GCC Application
The 2026 study examined outsourcing engagements. It did not measure GCC performance or validate a GCC investment model. GCC planning draws on Phil’s operating experience, the institution’s evidence, and a tailored review of the proposed operating and control arrangements.
For an existing center, see GCC Performance and Recovery. For the overall preparation offer, see Preparation and Readiness.
